Under the general supervision of a Sergeant, the Officer will be responsible to perform independently in performing an audit process and completing detailed reports to determine compliance with the New Entrant Safety Program regulations. This position must conduct a minimum of 100 safety audits and 32 CVSA inspections per Federal Fiscal Year. Enforces all state and federal laws and regulations relative to commercial vehicle enforcement and regulatory compliance; completes all work assignments and training in a timely manner, good decision making, makes arrests when necessary, professionalism, testifies in court when required, prepares clear and concise written reports, exercises judgment in determining use of force, and promotes compliance of all state and federal laws, rules and regulations directly related to the duties of the position. The position compiles data and writes detailed reports covering all required aspects of the safety examination; explains policies, procedures and practices to clients/representatives; and resolves problems and questions presented. The position also requires completion of the Peace Officer Physical aptitude Test (POPAT) prior to the background process. Background check and In-state travel is required.
- Conduct Safety Audits on New Entrant Carriers subject to the 18 month monitoring process. Plans, schedules and conducts audits. Performs research in the appropriate application and interpretation of transportation industry developments, regulatory changes and FMCSA policies
- Produce clear and timely reports, detailing all finds and written in accordance with FMCSA Policy. Responds to questions; works to resolve problems as necessary
- Attend annual in-service; provide guidance and updates; assist new inspectors and auditors; provide specialized assistance while reviewing inspectors DVER's and Safety Audit reports, answering FMCSA regulation questions; provide additional training as needed
- Perform Commercial Vehicle and Hazardous Materials Inspections to determine compliance with licensing, insurance, safety and hazardous material requirements. Perform inspections on packages and containers to determine compliance with Federal Regulations, Field-training Manual and FMCSA policies and procedures
- Determine if enforcement action is warranted when a violation is discovered during the commercial vehicle inspection. Prepare an enforcement report with sufficient justification & evidence to support the violation and/or charge in accordance to the Federal Regulations, Field-training Manual and FMCSA policies and Procedures
- Perform technical assistance outreach, representing FMCSA at safety information meetings, trade shows and other assemblies as requested
- Transportation industry developments, regulatory changes & FMCSA policies and procedures sufficient to make appropriate interpretations and proper application of rules, regulations, policies and procedures
- Interpreting and communicating the provisions of state and federal vehicle safety requirements
- Making enforcement determinations and take appropriate enforcement action as authorized by state and federal motor vehicle and operator laws, rules and regulations
- Principles and practices audit processes
Skills in:
- Conducting all audits/safety inspections in accordance with specified policies and procedures

- Establish and maintain effective relationships with staff members and the public served
The ideal candidate for this position will have:
Knowledge of motor vehicle laws, Federal Regulations, computer skills and report writing.
Completion of CVSA certification training & maintain certification status, Completion of FMCSA sponsored Safety Audit Training to include a formatted on the job training process. General Hazmat certification training.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). If considered, PART 2 of the State of Arizona Application for Employment allows a record review and reference check. The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR and record review/ reference check.
